The Office of Special Events and Filming is the bureau within the Department of Parks, Recreation and Marine responsible for permitting all special events and film productions within the City of Long Beach. Our staff strives to provide year-round events to cultivate civic pride, social awareness and cultural enrichment for residents and visitors by permitting special event activities such as, festivals, runs / walks, and citywide holiday celebrations. By doing this, we help build a foundation that fosters sustainable community development, economic development and tourism. In addition, the Office of Special Events and Filming is responsible for all street closures pertaining to block parties, parades, filming and other events taking place in parks or on public property. We are also responsible for managing the Street Banner Program.

The mission of the Department of Parks, Recreation and Marine is to plan, develop and maintain safe recreational facilities and programs for the health, pleasure and educational use of the community and its visitors. The department believes recreation and leisure activities are essential to personal growth, positive self-esteem and relaxation. The Department of Parks, Recreation and Marine also coordinate art classes, childcare services, sports leagues, swim lessons and senior citizen activities.

The City of Long Beach Film Office issues permits for over 800 productions a year with more than 1,000 production days. We are a full-service operation dedicated to promoting Long Beach as a film-friendly region, coordinating and facilitating the permission process and serving as a liaison with local government, the community and the production industry. The role of the film staff is to provide service and assistance to film, television, music, commercial production and still photography businesses to promote economic prosperity. In the early 1900’s Long Beach offered an ideal setting for the motion picture industry. The city was already a theater town, enjoying a sunny seaside climate, with a steady pool of talented actors, directors and technicians. Along the Pike in Long Beach, there were eight film houses and two stock company theaters. As early as 1908, Roscoe “Fatty” Arbuckle had been singing in Long Beach and even got married on stage that same year at the successful Byde A Whyle Theater.
In 1913, Long Beach’s history was changed forever with the creation of the Balboa Amusement Producing Company, also known as Balboa Studios. Balboa Studios was comprised of 20 buildings on 8 acres downtown, with 11 additional acres for outdoor shooting in Signal Hill, a separate township enclosed within the city of Long Beach.
